OK it looks rather short-winged but this is also too short for a PGP. Maybe the outer primaries are in moult and not yet in their final lengt? I am sure it must have been discussed?
To me it looks like a Pacific Golden Plover (fulva) regarding the presence of the full spectrum of fulva characters! This bird shows rather blackish flanks, vent and undertail coverts and a quite bold white patch on the breast sides thus recalling American Golden Plover (dominica). However the structure and proportions better fits fulva whith the quite "bulky" body (dominica is to me more like a dotterel in structure), long legs and quite thick bill. Furthermore the large-spotted mantle/scapulars, the thin white "facial framing" along the necksides-crown not extending particularly much at the forehead are all fulva-characters. Also the white spots on the upper flanks, vent and undertail coverts is indicative of fulva whereas dominica could shows this during the post-breeding moult in autumn (even 2nd cal. year dominica by this time of the year?).
At first sight, this looks like a dominica, and David does describe it as "dominica looking". So I wonder, isn´t there differences in post-breeding moult, dominica moulting later than fulva, that is to say, dominica at this time of year retain a fuller summer plumage compared to fulva. It seems as identification of the two is far from easy,lots of variation.
